Salary: $85,000 – $95,000 Commensurate with experience
Role Summary: The essential role oversees all aspects of safety, security, and emergency operations at The Sea Ranch Association (TSRA) as a participant in the broader Mendonoma community. Situated in the Services and Communication team, the role serves as the critical conduit of information between external agencies, staff and member stakeholders, ensuring seamless communication during both routine operations and emergency situations. Leading a team of security officers and member volunteers, this position is responsible for maintaining the safety and security of our employees and members consistent with founding principles while preserving our unique coastal environment.
Primary Responsibilities:
Emergency Management Leadership
- Develops and manages emergency management programs and related initiatives for TSRA, in accordance with national, state, and local requirements and standards. This includes storms, natural disasters, evacuations, and other potential hazards specific to our location. Develops, implements, and regularly updates plans, resources and inventory, including first aid and communication equipment.
- Serves as primary liaison with local, state, and national public safety, health, and emergency management agencies, sharing timely information bidirectionally.
- Coordinates and leads emergency drills, manages central dispatch communications during disasters, and implements the community disaster plan.
- Recruits, coordinates and directs the volunteer team, including medical professionals, division leaders, damage assessors, and shelter managers. Engages volunteers with information, inspiration, training, drills and recognition.
- Updates and disseminates protocols and guidelines for TSRA, with an eye toward continuous improvement; raises collective safety IQ of the organization.
Safety and Security Operations Management
- Directly supervises and oversees security staff to ensure a safe environment for members, guests and staff, including recruiting and management to performance standards and ensuring the smooth operation and successful completion of daily operations, monitoring, and reporting, as well as training and response protocols. Serves as safety coordinator for TSRA.
- Monitors security systems, coordinates with local law enforcement during incidents; creates and maintains digital processes and records to support TSRA operations, including coordination with other TSRA departments (Facilities and Resources, Design Compliance and Environmental Management, Member Services, Communication and Water Company).
- Ensures compliance with California Bureau of Safety and Investigative Services requirements as a private proprietary security employer and monitors regulatory environment ongoing. Creates and enforces comprehensive security policies covering member and guest scenarios.
- Communicates with the community when needed to relay warnings, infractions, and fine notices for CC&R and rule violations. Serves as the primary contact for issue resolution.
- Responds to and manages various community wide emergency situations as they arise and represents TSRA’s interest and participation. Works with TSRA department heads and local agency partners to lead initiatives associated with fire prevention and mitigation, wildlife management and coordination and emergency preparedness.
- Manages community and building access programs for TSRA staff (including keys, photo IDs, alarm codes). Maintains records and documentation for devices, equipment, vehicles, trailers and other assets.
- Maintains strict standards of confidentiality regarding members’ private information and Association matters.
Key Responsibilities:
Community Information Conduit
- Serves as the primary liaison between TSRA and external agencies including fire departments, county teams, law enforcement, neighboring communities, and emergency services. Represents the community during interactions with regulatory agencies, insurance providers, and government officials.
- Communicates safety and security information through multiple channels, ensuring all community members remain informed in collaboration with Communications team.
- Provides updates to the leadership and stakeholders on safety and security topics.
Process Development and Digitization
- Implements and maintains digital systems for safety and security monitoring, emergency notifications, and incident reporting. Continuously evaluates and implements technological improvements to enhance community safety and security.
- Develops user-friendly digital procedures and protocols that can be easily accessed during emergencies. Utilizes TSRA systems of record to maintain records, track incidents, and facilitate communication.
Qualifications:
Required Education and Experience
- 5+ years experience in safety and security operations, administration, customer service.
- 2+ years experience in supervising team members within an office environment.
- Bachelor of Science degree preferred; otherwise, education commensurate with needs of position.
- Experience working with confidential information.
Preferred Education and Experience
- Prior experience with a public agency, homeowners association, or municipal environment is desirable.
- Prior experience in law enforcement, emergency medical services, military service, disaster operations.
- Prior experience in a managerial/supervisory position.
Skills and Abilities:
Leadership and Communication
- Exceptional ability to lead and inspire both security personnel, community volunteers and staff.
- Experience managing budgets, resource plans and staffing schedules. Strong organization and project management skills.
- Outstanding verbal and written communication skills to clearly convey security protocols, incident reports, and emergency procedures. Ability to examine, produce, interpret and articulate policy documents and reports in English, to take and provide direction in English and correspond in acceptable business formats.
- Strong decision-making abilities and capacity to manage multiple safety and security operations simultaneously.
- Team, service and collaborative orientation with all levels of the organization. Demonstrate personal and professional commitment to The Sea Ranch philosophy.
- Represent TSRA professionally to membership, employees, the Board of Directors, and committees. Represent TSRA in a collaborative, professional, and organized way to local, state, and national agencies and emergency service partners. Experience in community engagement and public speaking.

Technical Expertise
- Thorough understanding of security systems, familiarity with CRM and emergency alert software (Salesforce and Everbridge or equivalent), radio communications, monitoring/surveillance technology.
- Proficient in office tools and is able to collaborate digitally (e.g. email, chat, documents, spreadsheets, digital photo sharing, virtual meeting applications); familiar with office equipment (printers, scanners). Able to create and edit documents and create basic spreadsheets for budgeting and organizing data.
Regulatory Knowledge
- Working understanding of relevant security regulations and standards.
- Familiarity with California-specific emergency management requirements.
- Knowledge of TSRA or HOA governance structures and community management principles.
- Understanding of coastal environmental protections and architectural preservation requirements.
Physical Requirements:
- The ability to sit and work with hands and arms for at least eight (8) hours per day and five (5) days per week.
- Communicates information and ideas so others will understand. Must be able to exchange accurate information in these situations.
- Ability to work in outdoor weather conditions.
- Physical ability to stand, reach, lift, bend, kneel, stoop, climb, walk, crawl, push and pull items weighing up to 30 pounds.
- Move throughout multiple offices, departments across TSRA and community venues.
- Drive and operate a vehicle for multiple hours at a time.
- Consistent and reliable onsite office attendance.
- Auditory and visual skills – Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
- Ability to safely drive a variety of motorized vehicles and pass the state-required vision and other tests necessary to maintain a Class-C driver’s license.
Expected Hours of Work:
- The primary work schedule is Monday through Friday business hours. On site presence is required to oversee safety and security operations, to interact with the community and coordinate with staff.
- Required to maintain reliable communication channels at all times to ensure prompt response to emergency situations. Must be available to respond to emergencies 24/7, including evenings, weekends, and holidays as this role is expected to be the primary point of contact during community emergencies such as wildfires, severe storms, earthquakes, or significant security incidents.
- The on-call requirement of this position includes the ability to respond to critical situations within 30 minutes when on-call.
- May need to remain on-site during extended emergency operations or severe weather events. Expected to coordinate with security staff and emergency services during after-hours incidents.
- Periodic evening or weekend work required for community safety meetings and educational workshops, emergency drills and training exercises, seasonal risk management activities (e.g. fire prevention, storm preparation), and special events. Advance notice will be provided whenever possible for scheduled non-emergency extended hours.
Work Location: Primary work location is on-site at The Sea Ranch Association Office in The Sea Ranch, CA. Regular physical presence is essential for this role, remote work may be authorized when appropriate for tasks. Regional travel may be required for coordination with agencies and for training purposes.
